Job Responsibilities : The PRE is the designated representative of the project owner, who is responsible for the administration of the construction contract in accordance with the plans and specifications, and is responsible for performance of the engineering functions necessary to administer the contract. The Project/Resident Engineer is the single point of contact between the owner and all other parties associated with the contract. This position may be assigned to TDY at locations anywhere in Alaska, including remote local road systems that are not connected into the main highway system. For remote site work, transportation will be provided to and from the jobsite at the beginning and end of the project, and from the project site to and from Anchorage once every two months. Housing will be provided, but may be camp style, or shared housing. Either meals or a food allowance will be provided. Typically, the position is seasonal, depending on the duration of construction. The PRE position requires a fundamental understanding of federally funded construction contracts, and familiarity with the practices, and requirements governing the construction contract administration process. The primary duties of the Resident Engineer include performing complex construction assignments exercising judgment in evaluation, selection, and modification of construction engineering techniques and procedures. On larger, more complex projects, the PRE may supervise an Assistant Project/Resident Engineer or Office Engineer, who in turn is responsible for field office management of project records, management and oversight of materials testing, review of contractors submittals, preparation of progress pay estimates and general oversight and maintenance of project documents and records. On larger projects, the PRE also may also oversee the field construction team and deal directly with inspection staff on all field contract activities. On less complex projects, the Project/Resident Engineer may be the only full-time employee on site, and as such will be responsible for executing all required office engineering tasks and oversight of field construction activities. Regardless of the complexity of the project, responsibilities of the PRE typically include: Maintaining daily log of construction activities and communications with the construction contractor. Reviewing all RFI submissions by contractors to verify validity of the RFI. Preparing RFI responses when required for review by Project Manager. Reviewing all RFI responses from designer to determine validity of response and ensure proper coordination of RFI information between field engineers and inspection staff. Coordinating acceptance and assurance materials testing by DOT staff, subconsultants, or other consultants under contract with owner for material testing services. Coordinating with construction contractor, utilities, and local residents, and other agencies. Preparing independent cost estimates and draft change orders for review by the Project Manager. Issuing written Directives to the construction contractor concerning topics that are within the scope and language of the contract; usually after prior coordination with Project Manager. Assisting the Project Manager with resolution of claims. Upon project completion, preparing project closeout package/final report.

Job Requirements : Minimum of 10 years of relevant experience, with experience as Project/Resident Engineer on at least one previous federally funded construction project. A 4-year Civil Engineering or Construction Management degree may be substituted for 2 years of work experience. Must have a valid driver’s license and clean driving record. Must have strong written and verbal communication skills. Must be computer literate and have experience with Microsoft Office and related PC software packages used on design and construction projects. Ability to deal with contentious issues and situations professionally and fairly. Ability to lead, support, and encourage project staff in performing the work Additional qualifications, certifications and experience, desired but not required: Previous experience on DOT or STB projects.
