Job Responsibilities and Requirements : The Finance Department is currently seeking a Purchasing Specialist to perform responsible administrative work in the purchasing processes for the County to include developing, implementing, and administering a procurement and purchasing system for the County under guidelines established by the general statutes and in accordance with standard governmental practices in purchasing and fixed asset systems. This position will require a general knowledge of state laws, ordinances, and regulations governing the purchasing of materials, supplies and equipment, general knowledge of modern purchasing and warehousing methods and procedures including automation processes for the operation and working knowledge of various grades and qualities of commodities purchases and of sources of supply and price trends. Examples of Duties:Work will include administering a procurement program in compliance with appropriate laws, rules, and regulations, consulting and conferring with department heads on purchases, needs, and problems and establishes procedures, forms, and guidelines. Duties will also include reviewing budgetary information to ensure authorization and availability of funds, processing requisitions and purchase orders from various departments, administering the bid process for the County through consultation with County officials on specifications, and establishing and maintaining vendor files. In addition, work will include establishing and maintaining the fixed asset and inventory system and all records for the County. Work will also include researching bulk purchasing, warehouse needs, computer inventory management systems, establishing records of taxes from invoices for reimbursement and monitoring minority participation in bidding and contracts. Other duties may be performed as assigned. Minimum Requirements:Graduation from a two year college or business school, with a major in business administration and considerable experience in purchasing, risk management or related business function; or an equivalent combination of education and experience. A Bachelor\’s of Arts or Bachelor\’s of Science in Business Administration is preferred.
